                     The National Educational Technology Plan: Transforming American Education: Learning Powered by Technology describes the technology’s objectives nation wide that we will expect have for all students in schools. This consists of the series of five elements: learning, assessment, teaching, infrastructure and productivity. The first one, learning, provide the focus on meaningful actual events in life experiences through technology according with specific learning style that most fit the student. Science will be a subjet that embraces realistic and real hands on activities. Assessments will be delivered in a way that are meaningful and scores will reflect strengths, weakness and creativity in knowledge and learning. The main objective of teaching is promoting the foundation for make real connections. The goal of technology at the educator level is have access to professional learning communities and embrace communication and share the best experiences and practices that prove success in their classrooms. Other advantage is online professional development that will reflect later in effectiveness in classrooms. Purpose of infrastructure is having the necessary resources and capabilities for educators, students and educational service centers. The access is most of the time available if you have the needed structure. Infrastructure is responsible of security and accessibility from a variety of sources. The last one, productivity is in charge of the correct use of technology balancing efforts and time versus costs. This is almost very obvious and one of the most important issue in the actual economic situation for the educational area. The plan points to achieve the objectives of the five essential elements.
                     One of the biggest concerns is the accessibility to the internet for all students in the school and home as well.

The first Long-Range Plan for Technology, 1988-2000 was adopted by the Board in November 1988. An update to the first plan was necessary and in 1966 was presented to the legislature the Long-Plan for Technology, 1996-2010. The most recent is based on a two-year work study by the Educational Technology Advisory Committee (ETAC), the Long-Range Plan for Technology, 2006-2020


The vision of this plan for 2020 is delivered in four segments:

• teaching and learning

• educator preparation and development

• leadership, administration and instructional support

• infrastructure for technology

The expectations involve students, parents, educators, and community and school board members being more effective and efficient on the use of technology with playing different roles of participation and communication.

This plan shows how Texas measures technology use in classrooms as well as areas which we are improving and other ones in need to focus on. Series for recommendations are set by area and by stakeholders.

It is in need to adjust this plan to more realistic actual practices. This plan shows our plan for the future, although it was interesting analysis the plan, I wondering how this plan would be implementing considering the current budget constraints that we face. All efforts will target the sustainability that the students need in areas as student-computer ratio, technical support and well-trained teachers. But with lack of sufficient funds these optimistic results will be difficult to achieve.

The combination of state and local district effort will allow all students to have access to the necessary technology that will enable them to learn and prepare for the jobs of the 21stCentury.

Educator Preparation and Development in the Long Range Plan

Goals of the Long-Range Plan of Technology, 2009-2010 is to support the Mission of Texas Public Education by preparing students “for success and productivity of a lifetime learner, a world class communicator, a competitive and knowledge worker, and an engaged and contributing member of the emerging global digital society” (LPRT, p viii).

This applies to all students and educators to be update towards technology and its applications for deliver knowledge and develop skills in order to be prepared for the 21st century.

The Educator Preparation and Development Area in the Long Range Plan for Texas describes in detail how to increase technology skills in educators by setting goals, needs and recommendations for staff development and promote continuous professional development during teachers’ careers. The goals are as follows: model update technology for students PreK-12, graduate prep programs knowing how to use technology and how apply the knowledge during teaching and learning processes, implement lessons including technology as a tool, where learning is collaborative, interactive, and personalized for students, and include curriculum integration with appropriate technology

Analysis of Star Chart data trends help us understand strongest and weaknesses areas.

Most schools show Developing Tech in different areas along several years. Differences from Advance Tech in previous years to Developing Tech is possibly because before was easier to master than now with all new advances in technology

With all possible budget cuts my recommendation is increase professional learning communities using online communication that beside effective is shipper in most cases
